Install SQL Server Management Studio (SSMS) 2016

I have this error:
ssms can only be upgraded by installing the package of the matching language. Please,use the matching version of the installer, or unistall the current version of ssms and run ssms run again.
HELP, PLEASE.

SSMS is not included in the DVD media installer? WTF???

I have installed SSMS V17.0 by downloading SSMS-Setup-ENU.exe from Microsoft website. I am able to complete installation successfully. But I see only Management Studio is launching that too without any Server instance . How to configure a New Server Name here ?

After installed, I need to configure the SQL server. But when I click the SQL server configuration manager. There are nothing in SQL server services. Could you fix it please!
